JILL MILLER
Jill was raised in Andrews, Texas and grew up understanding the west Texas Life style and oil field way of life. She was raised by parents that worked for Texaco and grew up feeling the effects of the boom and bust environment of the Permian Basin. Jill moved to Odessa in 1986 to attend Odessa College and then The University of the Permian Basin, where she received her Bachelor’s degree in Speech Communication with a Minor in Business and Psychology. She was blessed with three amazing children Austin, Haley and Hunter and has been married to her wonderful husband Tommy for over 20 years.
Jill began her career working in the mortgage industry, originating and processing mortgage loans. This experience gave her the first glimpse into the need for quality housing for hard working families need. The market started to crash and Jill continued to feel a very strong need for educating these families in the credit and homebuying process. In 2002, she accepted a position with Odessa Housing Finance Corporation (OHFC) as a housing specialist. This position allowed her to quickly develop new programs for the organization and moved her up to Director of Finance/Education, where she was responsible for administering a credit counseling and homebuyer education program, as well as handling many financial aspects of the organization. She also developed a mortgage loan program, where she is a licensed mortgage loan officer, for individuals that are enrolled in OHFC’s credit counseling program and want to purchase a house owned by OHFC. Jill was also successful in persuading HUD to approve the organization’s purchase of HUD repo’s to then rehab those houses and sell them to individual’s in the community. She currently has served as the Executive Director for the past 8 years. She passionately believes in OHFC’s mission of providing decent, safe and sanitary housing for residents of the city at prices they can afford. The organization is developing 48 acres of land north of Odessa that will have a combination of retail, low-income apartments and mixed income single family housing.
